Assuming you mean SubjectPublicKeyInfo, 
on the same man page as PEM_{read,write}{,_bio}_RSAPublicKey, 
see PEM_{read,write}{,_bio}_RSA_PUBKEY.

Or use generic EVP_PKEY and PEM_{read,write}{,_bio}_PUBKEY .
