They are stored in the compute-api repo and the identity-api repo. The Compute v2 XSDs are published to http://docs.openstack.org/api/openstack-compute/2/xsd/. No other APIs have published such artifacts that I know of, but we could certainly work towards that goal if there are updated XSDs.
