Tricircle is working on VxLAN based L2 network across OpenStack clouds for different backends (non-SDN, SDN, L2 GW or non L2 GW). The spec is in review: https://review.openstack.org/#/c/429155/. Currently only SDN controllers which can support using BGP to exchange tunneling endpoint information is considered. It's worth to take this use case into consideration.
