I just proposed the following defaults change in the gate -

Which means we'll be using systemd by default for started services after
it lands. We'll hold for the week, and plan to land this on Monday. If
you would like to test that your jobs work in advance of this change, do
a Depends-On with that devstack change.
You can also test things locally by using that change, and setting
USE_SCREEN to False.
