Is it being dropped by iptables? Check the following:

* Your VM using the correct IPv6 address assigned to it by Neutron
* The security group associated with the port allows outbound IPv6 traffic
* ensure bridge-nf-call-ip6tables is set to 1 in the kernel of the compute
node
