We need to be very careful EOLing that repo (if at all) as project have deep links to the upper-constratints.txt files in that repo. If we remove that branch they'll all break and with a couple of different behaviours (depending on pip version). It's a corner case but one we can avoid :D I think we'll do (tagg EOL) devstack once we're sure all gate jobs aren't using it. Tony.
