Since you have mentioned that you have deployed devstack, devstack ovn script should have compiled ovs and installed. What I suggest you to do is verify again if you have installed ovs properly. Run "which ovsdb-server" and see if it returns "/usr/local/sbin/ovsdb-server". If you see the code here - https://github.com/openstack/networking-ovn/blob/master/networking_ovn/tests/functional/resources/process.py#L91, it uses spawn.find_executable('ovsdb-server'). May be you can run "spawn.find_executable('ovsdb-server') this out in a python shell. I hope you are not running functional tests as "sudo". When you run as sudo it may be possible that /usr/local/bin or /usr/local/sbin might not be in the PATH environment.
