So does the issue not happen at all for stable/pike or less often? Anyway that would seem to indicate not an issue with the Ubuntu packages, but with the way they are deployed. If you look at [1] you can see that for pike you setup nova-api wsgi with workers=1 and threads=$::os_workers, which in master was swapped, see [2]. I'd suggest testing a revert of that change.
