Sorry, I commented in the #openstack-release channel yesterday, but I should have followed up on this email. This is indeed from the rsync job. There is a long standing issue that if multiple jobs are overlapping, we occasionally get these types of errors when two of them are trying to upload files at the same time. It is mostly harmless, and release notes will get refreshed every merge, so in this case it is safe to ignore this failure.
