The new pbr version is now in upper-constraints, so it should be getting
exercised in ci going forward. Please report any issues to #openstack-oslo.

features that have gone in since then are available to users. Because

a higher probability of issues.
We want to get this potentially painful release out of the way early in
the cycle and then resume regular releases going forward. If you know
