There are two lists of etherpads for forum brainstorming in 
https://wiki.openstack.org/wiki/Forum/Vancouver2018 and there is 
http://forumtopics.openstack.org/ .

Is my understanding correct, that ultimatelly all ideas should go to 
http://forumtopics.openstack.org/ ?

The topic submission website will be open until EOD on Sunday, April 15, at 
which point the Forum selection committee will take the entries and make the 
final selection. So you have the whole week to enter your selection of ideas on 
the website.
