As far as I remember this isn't a nova-network only feature; but I may be 
missing something.
I believe the bandwidth counters may be being used at Rackspace.

The get_all_bw_counters() virt driver [1] is only supported by xenapi today. 
However Matt raised the question [2] if this is a nova-network only feature. As 
in that case we can simply remove it.
