Yes, ideally it'd just be something along the lines of a README.rst with a sentence or two about what happened, and removing the other content from the repository. Basically it can just follow our https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project directions. -- Jeremy Stanley
