I'm not entirely convinced such a new release will work on older
branches but I guess that's what CI is for :)
openstackdocsstheme has:
sphinx!=1.6.6,!=1.6.7,>=1.6.2
So, we cannot use it on branches that constraint sphinx to an older version,
