How about stated this way, Its the tc's responsibility to get it done. Either by delegating the activity, or by doing it themselves. But either way, it needs to get done. Its a ball that has been dropped too much in OpenStacks history. If no one is ultimately responsible, balls will keep getting dropped.

Absolutely. I'm not saying the cross-project project management should be restricted to or solely the responsibility of the TC. It's obvious there are people outside of the TC that have already been doing this - and no it's not always elected PTLs either.
