For period from 2018-10-25 15:16:32,079 to 2018-11-07 15:59:04,994, openstack-tox-py35 jobs in aggregate represent 0.73% of our total capacity usage. I don't expect py37 to significantly deviate from that. Again the major resource consumption is dominated by a small number of projects/repos/jobs. Generally testing outside of that bubble doesn't represent a significant resource cost. I see no problem with adding python 3.7 unit testing from an infrastructure perspective.
