Thanks for your response, I found the minimum permissions requirement in
http://docs.openstack.org/trunk/config-reference/content/vmware.html .

And create a new doc bug
https://bugs.launchpad.net/openstack-manuals/+bug/1339440 regarding the
missed privilege we needed when using the non-admin account to connect
vCenter.

I have commented on the bug.  I think that you need to add
'Sessions.TerminateSession' privilege to your account.  This is required in
order to terminate inactive sessions.
