I am getting random connection timeouts to pypi.python.org with my machine 
behind the proxy when trying to run

Tox –e pep8

Dependency installation fails with the stack trace posted below.



However, similar issue does not occur when I use run_tests.sh to run the same 
set of tests.



My machine is able to reach pypi.python.org.  Some packages are getting 
installed while doing some others,

It fails as below.



It looks like am hitting the problem as here, but the solution proposed there 
isn’t working for me.
