It's just been pointed out to me that the CI formerly known as
Minesweeper doesn't vote -1 if its tests fail. Consequently, I haven't
been noticing its test failures. We no longer show CI comments in gerrit
by default, which is great because in general they're just noise.
However, if I see a -1 vote from CI I am prompted to go look for the
associated test failure. Because MS doesn't vote -1, test failures are
invisible.

Could we please change to having MS vote -1 for test failures? I am
happy for these votes to be purely advisory, but unless they're visible
they're not serving any useful purpose.
