My fix for 1367391 will eventually eliminate the special DVRPortBinding
table, so would presumably eliminate this bug, but you are correct that
the current WIP patch (https://review.openstack.org/#/c/189410/) isn't
quite that far along yet. I'll look for an interim fix.
