If we use properties, a consistent approach would be needed so the higher level 
tooling could rely on it (and hide the implementation details). Currently, I 
don't think Horizon lets you set properties for an image or a VM.

mmh, I'm not sure about this either (whether horizon allows you to do
that or not) but I'd recommend using properties too.

Wouldn't it be appropriate/simple to just specify a metadata like description="this 
is what it's used for"?
