This is to outline the plan for the implementation of "puppet-openstack will support Keystone domain scoped resource names
without a '::domain' in the name, only if the 'default_domain_id'
parameter in Keystone has _not_ been set.  That is, if the default
domain is 'Default'."

I think the best course of action will be to rebase both https://review.openstack.org/#/c/218044 and https://review.openstack.org/#/c/218059/ on top of these, in order for the https://review.openstack.org/#/c/218059 to be able to pass the gate tests.

The next step will be to get rid of the introspection/indirection calls, which were a mistake from the beginning (terrible for performance), but that will be easily done on top of the above patches.
