And as mentioned in Morgan's original post, it can be both at different points in time. Contributions should be approved or not on their own merits and not those of the people submitting them or the companies at which they work. If it turns out later that meritless code was merged, it can still be undone by others in the community (though as Brad pointed out in his reply, to the possible detriment in reputation of those who approved it in the first place).
