Glance currently doesn't have support for multiple backends. It's been
discussed in the past but, unfortunately, there were other priorities.

If we want to store images in different ceph cluster, can we upload them in
cinder in advance?

This, however, is possible. In addition to this, there's a on-going
work to add a Cinder driver to glance_store to allow users to store
images directly in volumes.
