In this section, strategy for each resource is described.
It would be better to elaborate on *WHEN* more:

 *before* or *during* or *after*

e.g.,
security group's strategy is defined as follows:

 "cache when created and sync to bottom when creating server"

It would be better to describe as below:

 "cache when created and sync to bottom during creating server"

What do you think?
Any comment, suggestion or whatever you have would be appreciated!
