Check out an IRC conversation from earlier today:
http://eavesdrop.openstack.org/irclogs/%23openstack-neutron/%23openstack-neutron.2016-06-15.log.html#t2016-06-15T18:23:42

Specifically this is the patch to fix VMware drivers:
https://review.openstack.org/#/c/231217/

The question is can we send a patch to stable/liberty to ensure
compatibility for non-ML2 plugins. Failing that we'll need to revert.
