review" by the TC was.

such issues.

This is actually a good example that not only involved the TC but also folks
from outside the TC. A clear sign of collaboration between people interested in
the topic, folks involved in the governance model and folks actually working in
the project. Most of the discussions are googlable but here's one that came out
of the good all graduation discussion[0].

What we saw in those discussions was effectively a WG in full action working
with the TC. I wish we'd have had a better structure for such group back then
but we had a bigger problem to solve.
