No openstack_user_config files are available in either the base location or the 
conf.d directory

For the all-in-one it looks like you’ve skipped the execution of the 
‘bootstrap-aio.sh’ script which puts all the AIO configurations into place. 
This is covered in the AIO documentation [1].
