Yes, it looks like it. I filed bug https://bugs.launchpad.net/cinder/+bug/1599855 for this. It looks like the way we are setting keystonemiddleware options breaks with newer keystonemiddleware releases. keystonemiddleware 2.6.0 works here, 4.6.0 does not.
