That doesn't appear to be working. Someone else already reported the
issue upstream:

It's pretty crazy they did a release on 1/1 when most of the world is on
vacation (or hungover), but whatever I guess.
We should be good again in OpenStack CI land because the 2.3.1 wheels
are available on pypi.
