* If you want to add a new tox job for an existing target like pep8, I like how simple that is with https://review.openstack.org/#/c/438281/25/.zuul.yaml * On the other hand, if you add a new tox job - for a completely new target, then https://review.openstack.org/#/c/442180/3/.zuul.yaml allows me to add the job in a single place instead of adding another file like https://review.openstack.org/#/c/438281/25/playbooks/tox-cover.yaml. Knowing that most projects do not add their own non-standard jobs, the more compact setting like 438281 wins for me - and the other way is not too difficult either. So, I'm fine with either solution and have a slight preference to 438281.
