Thank you for your prompt reply.
According to your suggestion, I have imported the 
openstack-infra/project-example and cloned the latest nodepool elements and 
script today.
(follow the instruction of 
https://docs.openstack.org/infra/openstackci/third_party_ci.html#start-nodepool)

However, the log (/var/log/nodepool/image/image.log) shown the same error 
messages

We recently removed puppet from our diskimages, as a results you'll need to 
updating from openstack-infra/project-config to get the latest nodepool 
elements. This will case your images to be built again, but without installing 
puppet first.
