One thing that bothers me is the massive openstack-infra/ -> openstack/
rename, with things like:
openstack-infra/gerrit -> openstack/gerrit
Shouldn't that be directly moved to opendev/gerrit? Moving it to
openstack/ sounds like a step backward.
