I heard this request for a "segment" a few times last week, especially in regards to cells support in Neutron. I've filed a bug (and tagged it as "rfe") [1]. We started this conversation at the Large Deployments meeting around Neutron and Cells from our side too. What we realized was that we all had slightly different network segmentation with respect to cells, but that was the common concern - provider networks being scoped at some level smaller than the overall network and items like overlays and such. We really appreciate you picking this up and helping push it forward.
