Hey,

I happen to test Red Hat's Openstack integration with VMware, I've managed
to get things working to some degree, but not with Vmware's VIO.

Your problem looks more like a Vmware issue rather than Openstack problem.
Meaning you have some problem getting VIO VMs running, I'm only guessing
here.
If my guess is correct you should/need to ask Vmware for support or look at
there VIO support forum/mailing list.

You haven't gotten to Openstack part yet, I don't expect you'll get much
answers here.
