If I remember correctly, we previously discussed each project can do 
independent releases - and openstack as a project periodically syncs up and 
says OpenStack Elephant is Swift 1.5.2, Nova 1.2.1, Glance 1.1.3, ...

I'd like to propose that in addition PTL elections should include a platform
