Essentially suspend/resume for all servers associated with a tenant ID. We're still having discussions around the mass deletion and whether or not we want to expose something that risky (since it's easy enough just to list the servers and delete each one). So the only thing that would make sense inside of nova is: delete all resources associated with a given project_id string.
