To be completely honest, I'd say that when we started that's exactly what we thought we were doing: versioning the whole API.  I only came to the realization later that the resource URI namespace and the data formats it exposes have entirely different notions of backwards compatibility and should be versioned independently. WADL really doesn't deal well with the possibility that multiple WADLs may overlap.
