I don't quite understand your question, but if what you want is scheduler policy that always schedules instance to physical node has least load (AMB # of vCPU), then SimpleScheduler is the answer.
Or, since you talked about 'process two command at the same time', are you looking for a multprocess Nova API service? Like this https://review.openstack.org/#/c/5762/ ?
