thanks Gabriel, No, as usual, it was a typo in my internal URL for glance in the service catalog. I'd reconfigured the internal network and failed to update the internal URL value for the image service.
However, I DID have the dashboard's local_settings.py file configured to use public URLs, and dashboard is apparently ignoring this flag. I may file a bug report.
