I've found where the problem stems from. It snuck in with the keystone sql backend change:
https://github.com/openstack-dev/devstack/commit/3f7c06f5aaff5d3e2ec28931e0fe4ab8376208e6#L1L1944 Previously the arguments to the keystone commands were being passed in directly, now they're not, hence the failure. As per the usual, Jenkins doesn't catch this bug because it doesn't test with swift enabled.
