I believe that these QoS features about cpu, io, bandwidth are NOT come true
yet, I was working for cpu QoS based on ECU and libvirt/Cgroup recently, any
communication will be welcome. :)
Yaguang Tang from sina has post a blueprint here,
http://wiki.openstack.org/InstanceResourceQuota, but the code is reviewed in
progress now.

Hi sir,
I have a very troublesome problem:when I input "nova-manage flavor
set_key --name m1.small -- key read_bytes_sec --value 10240000"etc into the
terminal in order to limit CPU,disk IO,Bandwidth consumption.Then I restart
some relative service,such as nova-compute etc._______________________________________________
