No, Quantum still uses root_helper and has not transitioned to using rootwrap_config yet. Looking at the code, the message seems to point to configuration sections. The [DEFAULT] root_helper configuration option is now deprecated, it needs to be specified in the [AGENT] section of quantum.conf.
