Horizon depends on Keystone for authentication, so there are some dependencies. Assuming you have these set up
cd to the horizon home directory cd <horizon_home> python ./manage.py runserver 0.0.0.0:<port_num> access the above through your favorite browser (not IE) http://localhost:<port_num>/<http://localhost:%3cport_num%3e/> The password for the admin and demo accounts are what you have in the keystone database (which you may have set up via the localrc file if you used devstack).
