I have already added
notification_driver=cinder.openstack.common.notifier.rpc_notifier and restarted
cinder-volume service.
How can I enable usage audit ?

You need:
notification_driver=cinder.openstack.common.notifier.rpc_notifier
and usage audit enabled and running.
