I can confirm https://github.com/cloudbase/cloudbase-init works with Server 2012 (haven't tried anything else yet) on a Havana cloud. Randomly generates a password on first boot, uses the public key to encrypt it, PUTS it back to the metadata service, can be queried and decrypted by the "nova get-password" command on the client side.
