Anything interesting in the compute log?
Also, does creating the volume from the image first and booting that work?

There was a bug that "Boot from Image(Creates new volume) through horizon" did 
not work.
I think it had different symptoms, at least under Scientific linux, and was 
fixed in the Havana release 2013.2.3.

Subject: [Openstack] Boot from Volume stuck at Booting from hard disk

When using Boot from Image(Creates new volume) through horizon, the instance 
just gets stuck at Booting from hard disk. I'm using an qcow2 ubuntu image.

The following environment:
Havanna + Glance (Ceph backend) + Cinder (Ceph bakend)

Looked at the following threads but they said that this should be fixed and 
working in Havanna:
