The most likely reason is one of: - heat-api-cloudwatch is not running on the machine referenced by heat_watch_server_url - There is a firewall preventing access to tcp/8003 on the machine referenced by heat_watch_server_url My debug steps would be: 1. Log on to 192.168.0.11, ps ax | grep heat-api-cloudwatch 2. netstat -taupen | grep 8003 - check the API service is listening on 8003 3. Log on to a VM launched by nova/heat, install nmap, nmap 192.168.0.11 In step 3 you should see tcp/8003 open, if you don't then either heat_watch_server_url is specifying the wrong IP or there is a firewall preventing access.
