I think you can try to use nfs driver in cinder. It will create files on nfs 
share for using it as block device on hypervisor.

Hello!
We have an installation of OS Kilo+Ubunto14.04+KVM
Now we use LVM backend for both Nova and Cinder.
I do want to switch it to file backend and store VMs in qcow2 files on ext4 fs.
But us there a way to store cinder volumes in the same way?
