You need a domain in your environment variables, e.g.

export OS_USER_DOMAIN_NAME=<YOUR_DOMAIN_NAME>
or
export OS_USER_DOMAIN_ID=<YOUR_DOMAIN_ID>

Your environment script should provide

 OS_PROJECT_DOMAIN_NAME
 OS_USER_DOMAIN_NAME
 OS_PROJECT_NAME
 OS_USERNAME
 OS_PASSWORD
OS_AUTH_URL=http://controller:35357/v3 --> (or OS_AUTH_URL=http://controller:5000/v3)
 OS_IDENTITY_API_VERSION=3
 OS_IMAGE_API_VERSION=2
